Letter dated August 3, 2001 from Pam Bissonnette, Director, King County Department of Natural Resources, to Ann Kenny, Senior Permit Specialist, Washington Department of Ecology Northwest Regional Office, transmitting King County’s technical review comments (Enclosure) on the Port Of Seattle’s Low Flow Impact Analysis – Low Flow Impact Offset Facility Proposal (July 2001), prepared by Parametrix Inc. AR024388–AR024390. King County reviewed HSPF hydrologic modeling, low flow impact assessment, and conceptual design of proposed offset facilities in Miller Creek and Walker Creek basins, including flow augmentation, septic system removal (277 units), and water withdrawal relinquishment. Review found inconsistencies and documentation gaps and recommended a final consolidated document stamped by a licensed civil engineer. King County did not review embankment models. Ecology Compliance Team concept proposed. References 1998 King County Surface Water Design Manual (KCSWDM) and Comprehensive Stormwater Management Plan (SMP).
