Email chain forwarded by Ann Kenny (Ecology) to Michael Cheyne on September 12, 2001, enclosing a July 18, 2001 email from David Masters (King County, David.Masters@METROKC.GOV) to Ann Kenny, cc Kelly Whiting. Documents that King County has exceeded the $95,000 expenditure limit of the second contract by $23,695, under which Kelly Whiting is providing technical review services to the Washington State Department of Ecology (DOE) related to a permit decision and anticipated appeal process for the Sea-Tac Airport Third Runway. Masters proposes amending the contract to increase the budget by $170,000 (to a new not-to-exceed total of $265,000), covering: completion of low-flow analysis and comment (+$20,000, ~200 hours), and preparation of briefing materials, expert witness testimony, and appeal hearing support (+$150,000, ~1,500 hours).
