Letter dated September 19, 2000 from Peter Willing, Ph.D. of Water Resources Consulting LLC to Ray Hellwig, Regional Director, Washington State Department of Ecology Northwest Regional Office, submitted on behalf of the Airport Communities Coalition (ACC). Reviews the August 2000 Preliminary Comprehensive Stormwater Management Plan for Seattle-Tacoma International Airport (STIA) prepared by Parametrix Inc. Critiques include: diversion of stormwater to industrial waste system bypassing Des Moines Creek and Miller Creek basins; NPDES Permit No. WA-002465-I violations; 303(d) impaired water listings; zinc, copper, and lead exceedances from metal roofs in subbasin SDN1; biofiltration swales and filter strips inadequacy; dissolved oxygen and BOD problems; failure to meet Washington State Water Quality Standards; and contravention of Governor Locke’s certification regarding drainage divide. Concludes the Plan fails to constitute reasonable assurance that water quality standards will be met.
