Letter dated September 27, 2000 from B. Rozeboom (NHC-Sea) to Gordon White, Program Director, Shorelands and Environmental Assistance Program, Washington State Department of Ecology, providing third set of preliminary review comments on the August 2000 Stormwater Management Plan (SMP) for the Seattle-Tacoma International Airport Master Plan Update Improvements (third runway). Raises two main issues: (1) SMP fails to demonstrate compliance with Governor Gary Locke’s 1997 Certification requirement that the third runway not alter the hydrologic divide between Miller Creek and Des Moines Creek or average instream flows; SMP Volume 2-Appendix A uses future 2006 condition basin boundaries for pre-development base conditions, inconsistent with standard hydrologic assessment practice. (2) SMP reliance on future Industrial Wastewater System (IWS) improvements not demonstrated as feasible — citing King County review comments on HSPF/SBUH modeling deficiencies, FAA Advisory Circular 150/5200-33 Hazardous Wildlife Attractants conflict with proposed Lagoon 3 expansion within 3,000 feet of runway, unresolved 4 MGD discharge rate assumptions, and lack of continuous simulation modeling per Ecology’s June 1998 request (Kennedy/Jenks April 1998 IWS Addendum).
