Port Of Seattle Commission Order No. 2024-04, proposed February 27, 2024, establishing a timeline for assessment of previously installed Port-funded noise insulation packages to be concluded by end of 2024 with results delivered to the Commission by January 21, 2025. Creates a Sound Insulation Repair and Replacement Pilot Program (SIRRPP) with an initial commitment of up to $5 million and a total authorized budget of $6.5 million for assessment and construction planning/repair of sound insulation in prioritized homes near Sea-Tac Airport within the 65 DNL noise contour. Authorizes the Executive Director to execute contracts, job order contracts, service agreements, and property rights agreements. Requires use of the Port’s equity index developed by the Office of Equity, Diversity, and Inclusion to prioritize properties. Notes the Port’s sound insulation program has served over 9,000 homes since 1985 under the Part 150 program; this pilot is explicitly not part of the existing Part 150 program.
