City of Des Moines SEPA Mitigated Determination of Nonsignificance (MDNS) for File No. LUA2022-0044, issued July 8, 2024, by Responsible Official Laura Techico, AICP. Proposal by Panattoni Development Corporation for construction of a 402,380 square-foot industrial building on 21 acres of a 30-acre site at King County parcels 0922049042 and 0922049303, north and west of the 20th Ave. S. and S. 216th St. intersection. Project proposes to fill 11,938 square feet of wetlands, reroute a Type Ns stream, construct a new trail connecting existing trail systems, and provide associated mitigation. Exhibit 1 mitigation requirements include compliance with Terra Associates Geotechnical Report (revised February 24, 2023), Soundview Consultants Conceptual Mitigation Plan (revised March 2024), Arborist Report and Tree Retention Plan (March 7, 2024), 10-year wetland creation and stream relocation monitoring, performance bond per DMMC 16.10.330(1), environmentally critical areas easement per DMMC 16.10.320 and 17.35.190(2), FAA Advisory Circular 150/5200-33C stormwater detention pond standards, and Interlocal Agreement with Port Of Seattle for Des Moines Creek West trail.
