Federal Way Mayor’s Quiet and Healthy Skies Task Force Report dated August 2, 2018, prepared by task force members David Berger, William Brough, Chris Hall, and Britt Ohlig, with staff support from Senior Policy Advisor Yarden Weidenfeld. Covers noise impacts from Sea-Tac Airport’s Third Runway on Federal Way neighborhoods including Marine Hills, Easter Lake, Steel Lake, First Avenue, Kitts Corner North, City Center, Star Lake, and Wildwood. Includes Port of Seattle runway use statistics from 2007–2017 showing operations on runways 16C, 16L, 16R, 34C, 34L, and 34R. References the 1997 Sea-Tac International Airport Impact Mitigation Study (Tables 7.03 and 7.05) identifying $107.9 million in sound insulation and avigation easement needs for 12 Federal Way neighborhoods, plus $40.2 million for LDN-impacted neighborhoods, recommending insulation be completed prior to Third Runway operation.
