Exhibit 449 (AR 022826–022827). Email chain dated October–November 2001 between Ed Abbasi (Ecology), Ann Kenny, Elizabeth Leavitt (Port Of Seattle), and Beth Clark regarding which processed fill materials are subject to the “fill criteria” condition (Condition E) of the Section 401 water quality certification for the Third Runway embankment at Sea-Tac Airport. Abbasi advises that topsoil suppliers may satisfy requirements via state 401 permit certification; backfill material and fill borrow material require a QA/QC sampling plan; gravel and similar materials require only supplier certificates identifying quality, quantity, and point of origin if delivered by multiple suppliers. Beth Clark’s underlying message lists specifications for topsoil, utility backfill, base course, and general embankment fill borrow material, proposing that topsoil, utility backfill, and base course not be subject to fill criteria under Condition E, while general embankment fill borrow material would be tested. Condition F.1 BMP requirements for utility corridors noted as unaffected.
