Email dated February 16, 2000 from Bill Rozeboom of Northwest Hydraulic Consultants to attorney Peter Eglick at Helsell, cc: MLeytham, analyzing a January 13, 2000 email from Kevin Fitzpatrick to Tom Luster regarding the IWS (Integrated Water System) lagoon expansion at Sea-Tac Airport. Rozeboom argues the lagoon expansion — increasing IWS pond volume by 46 million gallons (141 acre-feet) above existing 26 million gallons, roughly a threefold increase — is driven primarily by Master Plan Improvements including the 3rd runway, not merely water quality improvement as Fitzpatrick implies. References Stormwater Management Plan (SMP) Table 4-1 (11/99 version), showing 272.5 acres of existing impervious surface draining to IWS and 521 additional acres proposed for 1994–2004 Master Plan Improvements. Raises concerns about out-of-basin water transfers, aquifer recharge impacts, and stream base flows in Miller Creek and Des Moines Creek basins, citing FEIS Appendix G (pg G-43) and FEIS Appendix Q (pg Q-A-15).
