Memorandum recommending reclassification of Thomas R. Luster (Position No. 2289) from Environmental Specialist 4 to Environmental Specialist 5, effective per SEA Program Human Resource Management Plan approved by Dan Silver. Luster assumed ES-5 duties after departure of Maria Peeler (ESB Pos. #2947) in September 1997, serving as agency lead on Section 401 Clean Water Act (CWA) and Coastal Zone Management Act (CZMA) consistency determinations, 401/CZMA policy and technical lead, coordinating and training lead for 401 staff statewide, and lead project specialist for complex/controversial projects.
