Letter dated August 3, 2001 from King County Department of Natural Resources Director Pam Bissonnette to Ann Kenny, Senior Permit Specialist, Washington Department of Ecology Northwest Regional Office, transmitting King County’s technical review comments on the Port Of Seattle’s Low Flow Impact Analysis – Low Flow Impact Offset Facility Proposal (July 2001). The enclosure provides general and basin-specific comments on HSPF hydrologic modeling, impact assessment, and conceptual facility design for low flow mitigation in Walker Creek and Miller Creek basins. King County identifies inconsistencies and gaps in documentation, notes the proposal exceeds King County Surface Water Design Manual (KCSWDM) requirements, flags non-hydrologic effects including septic system removal (277 tanks) and water withdrawal rights relinquishment, and recommends an Ecology Compliance Team and professional civil engineer stamp on the final document.
