Final draft meeting notes from October 2, 2000 (9:00–4:00) for Sea-Tac Airport Third Runway 401 Permit Negotiations, prepared by Kate Snider of Floyd & Snider Inc. Attendees include representatives from Washington State Department of Ecology (Ray Hellwig, Kevin Fitzpatrick, Tom Luster), Port Of Seattle (Michael Cheyne, Elizabeth Leavitt, Keith Smith, Jim Thompson), King County (Kelly Whiting, Mark Lampard, David Masters), Earth Tech (Rick Schaefer), Parametrix (Paul Fendt, Jim Dexter, Jim Kelley), and Floyd & Snider Inc. The meeting covered technical discussion of King County reviewer comments on the Draft Storm Water Master Plan (SMP), with five key issues: (1) Storm Water Master Plan detention sizing, (2) flow augmentation for Des Moines Creek, (3) potential South Access Road impacts to Tyee Pond, (4) Borrow Site #3 hydrology, and (5) HPA/401 issuance relationship. Sub-issues include basin acreage discrepancies, HSPF and KCRTS models, SASA facility volumes, Walker Creek calibration, SDW2 land use conditions, and IWS model input consistency.
