Deliberative internal email chain dated July 27, 2001 from Erik Stockdale to Ann Kenny, forwarded to Katie Walter, transmitting draft language for additional mitigation on Miller Creek related to the SeaTac 3rd Runway project (AR 018239–018241). The draft document, titled ‘Mitigation for Temporary Impacts — SeaTac 3rd Runway,’ addresses Ecology’s determination that impacts characterized as ‘temporary’ in the Final Natural Resource Mitigation Plan (NRMP, December 2000) are actually permanent because they exceed one year. Approximately 2.05 acres of wetlands are affected by temporary stormwater management ponds and other construction impacts. Additional in-basin mitigation proposed includes: adding wetland A17b/c/d and Water D (2.80 acres combined) to the Miller Creek restoration/enhancement area, evaluating hydrologic connection to Miller Creek, removing homes/driveways/fill/septic systems, revegetation with native species, buffer restoration, and a restrictive covenant.
