Section-by-section summary of the Airport Impacted Communities Act, a proposed federal bill establishing the designation of ‘aviation-impacted communities’ for areas within 1 mile of any point where a commercial or cargo jet route is 3,000 feet or less above ground level. The bill creates community boards to interface with airport operators and the FAA on airplane noise and emissions issues, requires the FAA to publish action plans within six months of receiving community reports or petitioned impact studies, and authorizes mitigation grants for sound insulation, noise barriers, and acoustic shielding in residences, hospitals, nursing homes, and schools within a 55 DNL contour. FAA is required to designate personnel to attend community board meetings and to communicate study results in languages requested by the community.
