Letter dated October 20, 2000 from attorneys Peter J. Eglick and Kevin L. Stock of Helsell Fetterman, representing the Airport Communities Coalition (ACC) — comprising the Cities of Burien, Des Moines, Federal Way, Normandy Park, and Tukwila, and the Highline School District — to Norm Abbott, SEPA Responsible Official, Puget Sound Regional Council (PSRC). ACC objects to the Draft EIS for the Destination 2030 Metropolitan Transportation Plan (MTP) update for failing to include any aviation alternatives analysis, specifically for not revisiting the commercial aviation issue or the need for the Third Runway at Sea-Tac Airport. The letter argues the DEIS violates SEPA by treating the aviation component as identical across all three alternatives (Updated 1995 MTP, Current Law Revenue, MTP Plus), failing to analyze whether SeaTac should remain the only primary commercial airport in the four-county PSRC area, failing to provide current noise contour data (Ldn noise contour forecast decrease from 31,800 in 1994 to 15,060 in 2020), and misrepresenting the status of the Third Runway project, which had its Army Corps of Engineers and Department of Ecology permit application withdrawn for the second time, involves unprecedented wetland fill, MSE wall construction, and salmon stream alteration, and had a budget ballooned 500% to one billion dollars.
