Appendix D: Biological Resources — Biological Evaluation and Section 7 Consultation Request, SEA SAMP Near-Term Projects

The FAA submitted a Biological Evaluation to support an informal consultation under the Endangered Species Act for near-term construction projects at Seattle-Tacoma International Airport, all expected to be completed by 2032. The projects aim to expand passenger and cargo capacity, upgrade taxiway layouts, and increase fuel storage including sustainable aviation fuel. The evaluation assessed potential impacts on 14 species, determining that several—including Chinook salmon, bull trout, and killer whales—may be affected but not likely adversely, while the remaining species, such as the marbled murrelet and North American wolverine, would face no effect.

Notes

Appendix D to the Seattle-Tacoma International Airport (Sea-Tac Airport) Sustainable Airport Master Plan (SAMP) 2024 Draft Environmental Assessment, containing the Biological Evaluation (BE) and ESA Section 7 informal consultation request submitted by FAA (Kandice Krull) to the Northwest Seaport Alliance (Sara Potter). The BE evaluates potential effects of Near-Term Projects (NTPs) on twelve listed species, one proposed-for-listing species, and one candidate species under the Endangered Species Act. FAA effect determinations include ‘May affect, not likely to adversely affect’ for Chinook salmon (Puget Sound ESU) and critical habitat, Steelhead (Puget Sound ESU), Bull trout (Coastal-Puget Sound DPS) and critical habitat, Bocaccio rockfish (Puget Sound/Georgia Basin DPS) and critical habitat, Yelloweye rockfish (Puget Sound/Georgia Basin DPS) and critical habitat, and Killer whale (Southern Resident DPS) and critical habitat; ‘No effect’ for North American wolverine, Yellow-billed cuckoo, Marbled murrelet, Northwestern pond turtle, Southern Pacific eulachon, Central America/Western North Pacific Humpback Whale, and Southern green sturgeon; and ‘Not likely to jeopardize continued existence’ for Monarch butterfly. All NTPs are anticipated to be complete or in final construction by 2032. Prepared by Landrum & Brown; dated September 24, 2024.
