    Program Area Boundaries/Noise Remedy Update Summary And Staff Recommendations

    The purpose of this report is to summarize the steps that have been taken in updating the program area boundaries for the Noise Remedy Program. This report also specifies the staff boundary recommendation which has been developed in light of all advise and information available. Noise Remedy Update The Sea-Tac Communities Plan was adopted in 1975/76 by the Port of Seattle and King County. This plan recommended program area boundaries based on the techni- cal noise information available at that time. Since that time new noise impact technology has been developed and the noise environment around Sea-Tac has changed • Due to these changes, the current update of the Noise Remedy Plan entails a review and adjustment of the boundaries for the three program areas: 1. Acquisition 2. Neighborhood reinforcement (purchase assurance) 3. Cost-sharing insulation The review and adjustment of boundaries has generally taken place in three unscheduled phases. First, the consultant (Peat Marwick & Mitchell/PMM) hired to assist Port staff with the update made an initial boundary recommendation based on noise criteria and a set application of that criteria. Subsequently, a group of citizens (a subcommittee to the Technical Working Committee) reviewed the boundaries suggested by PMM and recommended several changes based on cri- teria other than strictly noise criteria. The third phase of review is that of the staff working with the consultant and FAA staff.     Noise Remedy Workshop: List of off-airport modifications to Chapter 5

    Thank you for attending this workshop sponsored by the Port of Seattle, operator of Jackson International Airport. The workshop has been planned to give you an opportunity to discuss aircraft noise issues with the experts and agencies involved in the Airport's Noise Remedy Program. One of these issues is the preliminary boundaries for three proposed noise remedy programs currently being considered by the Airport Noise Remedy Update Study Staff: land acquisition, purchase assurance, and sound insulation. The preliminary boundaries were recommended by the Port's consultants, Peat Marwick, and were displayed at open houses held on December 15 and 16, 1983. Handouts which included an explanation of the scope of the three noise remedy programs and maps of the preliminary boundaries were distributed both at these open houses and through the mail. As a result of public comments, inaccuracies in the application of the noise criteria to the preliminary boundaries were brought to the Port's attention. Boundaries have since been revised by the Port's consultant to accurately reflect the noise levels presented in the Sea-Tac . Noise Exposure Update Study. An explanation of these changes, and the revised maps and accompanying text is attached for your review and comment.     Final Evaluation of Noise Abatement and Noise Remedy Measures – Acoustical Treatment of Existing Structures

This measure was an integral part of the 1976 Sea-Tac/Communities Plan and should be retained. As mentioned in Chapter 2 of this report (p. 2-16), noise grid cells were primarily used to determine where and to what extent acoustical treatment and other remedy programs might be applied within the Airport Environs. However, noise contours were also used to ensure 5-8 DRAFT ,, .• that all possible eligible areas are covered by this and other noise remedy programs. Detailed evaluation of acoustical treatment as a noise remedy measure and its application within the Airport Environs has resulted in development of the following suggested · eligibility criteria for sound insulation: (a) Existing single-family structures located in areas with a noise exposure of Ldn 70 and above in 1980 (present condition-base year) or Ldn 65 and above in the year 2000. (b) Structures/uses identified under the sound insulation noise remedy program included as part of the Sea-Tac/Communities Plan. [Note: Criteria used in the original Sea-Tac/Communities Plan for acoustical treatment involved the ANE (adjusted . noise expo- sure) noise metric. The day-night level or Ldn metric is being used for this Noise Remedy Update Study, in accordance with national trends.     Letter to TRC Airport Noise Remedy Community Attitude Survey

    Airport Noise Remedy· Update--Henr~ M. Jackson International Airport Community Attitude Surveys The Community Attitude Survey has · been completed. It consisted of three separate surveys: a self-administered survey of August Neighborhood Workshop attendees and two telephone surveys. The complete results are presented in a final report which was prepared by McClure Research Company. A summary of the survey results was distributed to all those on the Update's mailing list which includes all members of the Technical Working Committee. For those who requested a final report at the October 26, 1983 Technical Workings Committee meeting, a copy is enclosed. If other Committee members would like a copy of the report, please call me at 382-3327 to make arrangements for mailing.     Jackson International Airport Noise Remedy Update Community Attitude Survey

    Thank you for taking the time to participate in the community attitude survey distributed at the August Noise Remedy Update neighborhood work- shops. Your thoughts about aircraft noise as expressed in this survey will help the Update staff to develop workable noise remedies. ' In September and October, McClure Resea~ch Company conducted two telephone surveys in addition to the one presented at the workshops. The results of all three are attached. Although the summary itself covers the signifi- cant information, I would like to highlight a few items of special import- ance. The workshop survey {completed by 70% of the 350 participants) was quite similar to the telephone survey given to 151 residents in the general • airpor.t area now experiencing noise levels of 70 Ldn and above. The workshdP attendees proved to be representative of the general surveyed population with a couple of minor exceptions. This important fact ' J indicates that those who are actively involved in aircraft noise issues share the same concerns as those community members who do not often contact the Port with their questions and comments. The surveys are only one of the many tools being used in developing the program • . The results have given the staff a means of predicting likely program participation rates and costs for several tentative voluntary noise remedy programs.     Airport Noise Remedy Update Fact Sheet April 1983

    Almost a decade ago, the Port of Seattle began work on a plan to improve the compatibility between Sea-Tac International Airport and the surrounding com- munities. The resulting Sea-Tac/Communities Plan, completed in 1976, was accepted by both the Port of Seattle and King County as a guide for development and planning at the Airport and in the greater Highline area. The noise remedy element of the Communities Plan recommended a program which included aircraft noise reduction measures as well as remedial measures applied within the com- munity. The re-evaluation and update of this noise remedy element was begun 1n April, 1983, with the initiation of the Sea-Tac International Airport Noise Remedy Program Update. The Port will continue its commitment to public involvement in the planning pro- cess and in the development of updated recommendations. The implementation of the community involvement program for the Update will be officially launched at public workshops scheduled for May 9, 10 and 11, 1983. What 1s the Sea-Tac Noise Remedy Program Update? The Sea-Tac Noise Remedy Program Update is a planning study. It will evaluate and update the scope and schedule of no1se remedy measures recommended in the original Noise Remedy Program of the Sea-Tac/Communities Plan.
