Sea-Tac Airport Master Plan Update Final EIS: Appendix R — Response to Comments on the Draft Environmental Impact Statement

This document is Appendix R of the Sea-Tac Airport Master Plan Update Final Environmental Impact Statement (EIS), containing official responses to public comments received during a 90-day comment period in 1995. Two public hearings gathered testimony on topics including noise impacts, land use, air quality, and surface transportation. A key finding was that airport activity levels were expected to grow regardless of whether improvements were built, driven by regional population and income growth rather than airport capacity alone.

Appendix R of the Sea-Tac Airport Master Plan Update Final EIS contains responses to all public and agency comments submitted during the 90-day comment period (closed August 3, 1995) on the Draft Environmental Impact Statement. Two public hearings were held: June 1, 1995 at the SeaTac Red Lion Hotel (77 testifiers, ~150 attendees) and June 14, 1995 at Calvary Lutheran Church in Federal Way (15 testifiers, ~40 attendees). Comments are coded by 18 issue groups covering topics including the planning process, purpose and need, alternatives, noise impacts, land use, DOT 4(f), air quality, earth impacts, wetlands, endangered species, surface transportation, water quality, floodplains, coastal zone management, human health, energy, and hazardous waste. Elaborated discussion addresses aviation demand forecasts (mid-range forecast showing total enplanements growing from 9.4 million in 1993 to 19.1 million by 2020, aircraft operations from 339,500 to 441,600) relative to the Do-Nothing and With-Project alternatives including the proposed new parallel third runway, and assessment of air pollutant conditions. Demand model explains 99.5% of past changes in domestic origin and destination enplanements based on Central Puget Sound Region population, income (PCPI), and average air fares. Port of Seattle.
