Commission agenda briefing memorandum from Sarah Cox and Steve Rybolt, Aviation Environment and Sustainability, to Executive Director Stephen Metruck regarding the Sustainable Airport Master Plan (SAMP) Near-Term Projects (NTP) SEPA Draft Environmental Impact Statement (DEIS) published May 22, 2026. The DEIS evaluates sixteen SEPA elements of the environment under WAC 197-11 and Port Commission Resolution No. 3650, including air quality, noise, surface transportation, environmental justice, water resources, earth, climate, and housing. Surface transportation was identified as having significant but mitigable impacts. Public meetings scheduled June 22, 23, 25, and 27 in SeaTac, Burien, Des Moines, and Federal Way; 60-day comment period runs May 22 to July 21, 2026 via sea-samp.com. SEPA Final EIS (FEIS) anticipated late 2026. BIPOC and underrepresented community outreach included. Built upon FAA NEPA Environmental Assessment completed previously.
