SAMP Near-Term Projects Draft EIS Chapter 5: Cumulative Impacts

This section of the May 2026 Draft Environmental Impact Statement for Seattle-Tacoma International Airport examines how the airport's near-term construction projects may combine with other past, present, and planned developments to create cumulative environmental effects. The analysis covers 58 projects in the surrounding area—including housing, road improvements, and airport expansions—completed or expected between 2017 and 2032, within a study area defined by the airport grounds, the 65 DNL noise contour, and the surface transportation zone. Long-term airport expansion proposals beyond 2032 are excluded from the analysis because they lack sufficient detail and funding approval to allow meaningful review.

Notes

Chapter 5 of the May 2026 Draft Environmental Impact Statement (SEPA EIS) for the Seattle-Tacoma International Airport (Sea-Tac Airport) Sustainable Airport Master Plan (SAMP) Near-Term Projects, prepared by Port of Seattle. Analyzes cumulative impacts using the former CEQ NEPA regulatory framework (40 CFR § 1508), defining the cumulative impacts study area as the GSA, 65 DNL contour, and surface transportation study area (STSA). Identifies 58 past, present, and reasonably foreseeable future projects (2017–2032) in the study area, including 14 housing, 17 airport development or FAA projects, 9 surface transportation, 6 civic and utility, 5 commercial development, and 4 hotel proposals. Projects reviewed from cities of Burien, Des Moines, Kent, SeaTac, Seattle, Tukwila, Normandy Park, and Federal Way, as well as King County and Washington State. Discusses Third Runway, SR 509 Stages 1a/1b/2, and SAMP Long-Term Vision exclusion from reasonably foreseeable future projects. WAC 197-11 SEPA Rules cited.
