Application form RI-1 for the San Francisco International Airport (SFO) Replacement Noise Insulation Initiative, administered by C. Kell-Smith & Associates, Inc. Eligible residential properties must be located within the 65-dB CNEL noise contour on the SFO Noise Exposure Map as accepted by the FAA. The initiative provides no-cost repair or replacement of acoustical improvements — including prime windows, sliding glass doors, exterior doors, and fresh air ventilation systems — originally installed under prior phases of the SFO Noise Insulation Program (NIP) where those improvements have failed. Improvements that failed due to neglect, improper handling, or accidental causes are not eligible. Eligibility requires a site visit, acoustical testing, and provision of a perpetual avigation easement.
