Email chain dated July 2, 2001 among Kelly Whiting (King County Metro), Ann Kenny, Rachel McCrea (Floyd Snider McCarthy), and others regarding non-hydrologic effects of water rights relinquishments associated with Third Runway EIS document D7. Whiting raises unresolved concerns about how relinquishment of water withdrawals will be incorporated into the low-flow mitigation plan, the assumed timing of withdrawal rates (sustained for a few hours per day, not every day), and the logic behind assumptions for survey non-respondents — specifically that non-respondents were assumed to withdraw water at rates higher than the survey trend would indicate. Whiting argues that if 80% of respondents indicated no water withdrawal, 80% of non-respondents should be assumed the same, with rates weighted by parcel size.
