Email from Curt Hart, Public Information Manager, Washington Department of Ecology Northwest Regional Office, dated October 25, 2000, distributing a confidential draft of talking points regarding staff changes on the Sea-Tac Airport Third Runway 401 water quality permit review. Attached draft (AR023738–AR023739) explains reassignment of senior wetlands specialist and shift of 401 permit review from Olympia headquarters to Ecology’s Bellevue regional office in King County. Key points address hiring of outside consultant (paid by Port Of Seattle but overseen by Ecology) to complete wetland mitigation/protection plan review, and continued review of stormwater management, wetland mitigation, in-stream flow augmentation, and clean fill criteria. Document explicitly states ‘These decisions are ECOLOGY’S decisions.
