AR023705. Letter dated September 28, 2000 from Tom Fitzsimmons, Director of Washington State Department of Ecology, to M.R. (Mic) Dinsmore, Executive Director of Port Of Seattle, regarding the status of Ecology’s Clean Water Act § 401 Water Quality Certification review for the Third Runway project at Seattle-Tacoma International Airport. Ecology states it cannot complete its review within the current § 401 Certification timeframe and proposes that the Port withdraw its current § 401 and § 404 Permit applications, reapply, and complete a public comment period. Key issues identified include stormwater management plan (SMP) deficiencies flagged by King County review, flow augmentation for Des Moines Creek, protection of Tyce Pond, excavation of Borrow Site #3, Hydraulic Project Approvals from Department of Fish and Wildlife, Natural Resources Mitigation Plan (NRMP) consistency, and water quality impacts to Miller Creek, Walker Creek, and Des Moines Creek. Ecology commits to completing review within 75 days of reapplication.
