(Bellingham, WA) to Ray Hellwig, Regional Director, Northwest Regional Office, Washington State Department of Ecology, transmitted by fax. Comments on the Kennedy/Jenks Consultants preliminary design for the Des Moines Creek Flow Augmentation Facility prepared for the Port Of Seattle, September 2000. Identifies deficiencies including: no secured water source, unsuitable temperature of Seattle Public Utilities (SPU) water from existing water main at south end of runway 34R, failure to address fluoride toxicity to fish and biota (citing Dr. John Strand letter of August 21, 2000), hygroscopic sodium sulfate maintenance issues, missing chemical reaction for chlorine removal compound, inadequate dechlorination experience, and reliance on a downstream weir prone to fouling.
