Draft meeting notes prepared by Kate Snider, Floyd Snider McCarthy, Inc., from a June 14, 2001 technical meeting on low flow analysis for the Sea-Tac Airport Third Runway 401 Permit decision-making process. Attendees included Ann Kenny and John Drabeck (Dept. of Ecology), Kelly Whiting (King County), Keith Smith (Port Of Seattle), Paul Fendt (Parametrix), Alan Black (HNTB), and Michael Kenrick (Hart Crowser). Document identifies five action items: (1) out-of-basin groundwater transfers to Walker Creek including calibration of non-contiguous groundwater basin effective impervious area; (2) adding post-project impervious area to Walker Creek HSPF model in the SMP; (3) confirming pervious area acreages for Des Moines Creek calibration non-contiguous groundwater basin; (4) documentation of embankment infiltration rationale for HSPF surface water modeling versus embankment seepage modeling including use of ‘tacifier’; and (5) documenting water availability for filling reserve vaults for low stream flow mitigation.
