Declaration of William A. Rozeboom, PE, senior engineer at Northwest Hydraulic Consultants, filed in PCHB Case No. 01-133 (Airport Communities Coalition v. State of Washington Department of Ecology and Port Of Seattle) in support of ACC’s motion for stay of Section 401 Certification No. 1996-4-02325 and CZMA concurrency statement issued August 10, 2001. Rozeboom describes over 20 years of experience in surface water hydrology and hydraulics, NHC’s retention since October 1999 to review stormwater facilities and streamflow impacts from the proposed third runway at Sea-Tac Airport.
