Declaration by Dr. Peter Willing submitted to the Pollution Control Hearings Board (PCHB) for the State of Washington in cases No. 01-133 and No. 01-160, Airport Communities Coalition (ACC) v. State of Washington Department of Ecology and Port Of Seattle. Filed in support of ACC’s reply on motion for stay regarding Section 401 Water Quality Certification No. 1996-4-02325 (Amended-1) and CZMA concurrency statement for construction of a third runway at Sea-Tac Airport. Willing, a Class 3 Water Treatment Operator, critiques the certification’s defects in two areas: (1) flow augmentation of SeaTac-area streams using stored stormwater from storage vaults — characterized as an unproven concept lacking design details, floating orifice specifications, and vault dimensions in the CSMP or Low Streamflow Analysis Summer Low Flow Impact Offset Facility Proposal; and (2) stormwater management.
