A letter of understanding from Port of Seattle Managing Director of Aviation Mark M. Reis to Todd Cutts, City Manager of Sea-Tac, outlining mutual agreements regarding the environmental review of the Sustainable Airport Master Plan (SAMP). The letter addresses the City of Sea-Tac’s concerns about transportation and other impacts of airport growth, including international passenger growth through the new International Arrivals Facility (IAF). In exchange for the Port’s commitment to conduct a full environmental analysis under NEPA and SEPA as part of the SAMP review, the City agreed not to file an appeal on the Final Declaration of Non-Significance for the IAF.
