Interlocal agreement entered pursuant to RCW 39.34 (Interlocal Cooperation Act) between the City of Burien, City of Des Moines, City of Normandy Park, and City of SeaTac to coordinate review, analysis, and formal commenting on the Port of Seattle’s Sustainable Airport Master Plan (SAMP) environmental review process under NEPA and SEPA, including potential Environmental Impact Statement. Document number 18-032. Establishes joint consultant selection process (RFQ, interviews, contract administration by SeaTac), consultant funding commitments, fiscal management by Burien, and joint roles and responsibilities including appeals coordination. Parties agree to issue a single coordinated comment letter signed by each party’s designated representative.
