House Bill 1791: Studying the Need for Increased Commercial Aviation Services (Washington State 68th Legislature, 2023)

Washington State House Bill 1791 (2023) establishes a new Commercial Aviation Coordinating Work Group to study the state's long-range aviation needs over the next 20 years, replacing the previous Commercial Aviation Coordinating Commission whose work was disrupted by the COVID-19 pandemic. The 19-member work group, appointed by the governor, will evaluate airport capacity across Washington and assess the potential need for a new commercial airport, taking into account community and environmental impacts. The study is particularly focused on meeting growing aviation demand in western Washington, which has direct implications for how future air traffic and infrastructure decisions may affect communities around Sea-Tac Airport.

Notes

Washington State House Bill 1791 (HB1791), introduced 02/07/23 in the 68th Legislature 2023 Regular Session by Representatives Fey, Dent, Morgan, Barkis, and others, referred to Committee on Transportation. The bill replaces the Commercial Aviation Coordinating Commission (CACC) with a new Commercial Aviation Coordinating Work Group (CAWG) under Title 14 RCW, amending 2022 c 186 s 213 and repealing 2022 c 186 s 707. The 19-member work group, appointed by the governor, is directed to comprehensively evaluate long-range commercial aviation needs in Washington State over the next 20 years, including the possibility of a new commercial airport, airport capacity, general aviation, and air cargo operations. Cites pandemic interference with prior CACC study as justification.
