Handwritten meeting notes dated 5/10/99 from a POS (Port of Seattle or similar agency) meeting on WERs (Waste Effluent Requirements/Water Equivalency Ratios). Attendees include Kevin Fitzpatrick, Gary Bailey, Elizabeth, Paul, and others. Topics include: draft comments on ‘filling the gaps in GSEPA 1994 guidance,’ changing standards to ‘use-based’ water quality standards (WQStds), finalizing antidegradation going out that fall, classification changes based on beneficial uses, Chehalis TMDL work group, environmental assessment group with Greg Pelletier and Norm Glen on mixing zones (MZ), QAPP on clean sampling reviewed by env. assessment program, AKART as condition for every WE issued for all outfalls, 5-day sampling events under critical conditions ‘low flow’ (2 summer, 1 winter), harmonizing 401 and 402 permits, and MZ not allowing more than 25% of stream width.
