Letter dated November 29, 1999 from Thomas R. Madden, P.E., Project Engineer, Washington State Department of Transportation (WSDOT) Northwest Region, to Beth Clarke of the Port Of Seattle Environmental Section regarding approximately 120,000 cubic yards of excess fill material available southwest of the First Avenue South Bridge construction site. Material includes petroleum hydrocarbon contamination in top few feet of original ramp embankments, with contamination potentially sourced from historic City of Seattle street oiling practices. WSDOT offers to set aside contaminated material for retesting and states the majority of material is not environmentally impaired. Attached memorandum from Mike Stephens (WSDOT Environmental Affairs Office) dated November 1, 1999 describes three distinct soil types including compacted gravelly sand (5,000 cubic yards) and silty clay foundation material (75,000 cubic yards). Material intended for SEATAC third runway construction project. Site jointly owned by City of Seattle and WSDOT, located between Marginal Way Southwest and Southwest Michigan Street, Government Lot 2, NE1/4 SE1/4 Section 30, Township 24N, Range 4E, Willamette Meridian.
