Northwest Hydraulic Consultants (NHC) letter dated August 6, 2001, submitted to Gordon White, Washington State Department of Ecology, on behalf of the Airport Communities Coalition (ACC), commenting on the Port Of Seattle’s July 23, 2001 Low Flow Analysis Flow Offset Facility Proposal for the Sea-Tac Airport third runway. NHC identifies the document as an incomplete draft lacking critical sections including the Introduction and Determination of Impacts to Streamflow, missing preliminary facility drawings, and inconsistent with the Stormwater Management Plan (SMP) regarding reserve storage vaults (NEPL, Cargo, SDN2X/4X, SDN3X, SDS3, SDS4, Vault F, C1, C2, G1). Comments address low-flow impacts to Miller Creek, Des Moines Creek, and Walker Creek; transit losses by evaporation, transpiration, and seepage; Industrial Wastewater System lagoon linings; and future airport business park development in the upper Des Moines Creek Basin.
