Email from Jim Kelley (Parametrix, Inc.) to Ann Kenny dated December 19, 2001, transmitting a matrix document summarizing changes made to the Port Of Seattle Natural Resources Mitigation Plan (NRMP) to comply with Water Quality Certification #1996-4-02325 (401 Certification) issued September 21, 2001. The attached matrix details resolutions for required mitigation conditions including: monitoring duration extended from 10 to 15 years, invasive plant species monitoring (knotweed Polygonum sachalinense, bindweed Convolvulus sepium, giant knotweed, evergreen blackberry Rubus laciniatus), shade cloth installation at Miller Creek stream relocation stations 2+00 and 13+00, non-native species cover standards (no greater than 10% in new plantings), hydrologic monitoring of Third Runway embankment wetlands in Miller, Walker, and Des Moines Creek sub-basins using piezometers, and replacement drainage channel performance standards for 100-year 24-hour storm events.
