Declaration of Joseph Brascher of Aqua Terra Consultants, filed in PCHB case No. 01-133, Airport Communities Coalition v. Department of Ecology and Port Of Seattle. Brascher describes Aqua Terra’s role as subconsultant to Parametrix, Inc. in preparing the Low Flow Analysis Flow Impact Offset Facility Proposal submitted to Washington State Department of Ecology in July 2001. Details the use of the Hydrologic Simulation Program – Fortran (HSPF) model to simulate stormwater runoff and assess hydrologic impacts on Miller Creek and Walker Creek associated with Port Of Seattle Master Plan Update (MPU) construction at Seattle-Tacoma International Airport (STIA).
