Resolution EB-94-01 adopted October 27, 1994 by the Puget Sound Regional Council (PSRC) Executive Board, affirming the General Assembly’s Resolution A-93-03 approving a third all-weather runway at Sea-Tac International Airport. The Executive Board determined no feasible sites exist for a major supplemental airport in the four-county region and that further supplemental airport studies should not be undertaken. Resolution addresses noise and demand management conditions, environmental impact review, compensation for communities hosting essential public facilities, high speed rail, and long-term Washington State air travel planning. Signed by Mayor Richard Mitchusson of Poulsbo as President and Executive Director Mary McCumber. Appendix B describes existing noise programs including Noise Budget (1991–2001), Nighttime Limitations Program phasing out Stage 2 aircraft, and Acoustical Insulation Program for up to 5,000 residences under Port of Seattle Resolution 3125.
