Washington State Department of Ecology letter dated September 29, 2000, to Colonel Randall J. Butler (Army Corps of Engineers, Portland District) and Lee Daneker (EPA Aquatic Management Division) denying without prejudice a Section 401 Clean Water Act water quality certification for the Columbia River Channel Improvements project. The two proposed actions were: (1) deepening the Columbia River navigation channel by three feet from river mile +3 to 106.5, and (2) designating two ocean disposal sites. Denial reasons include impacts on estuarine resources and ESA-listed species from dredging, coastal shoreline recession of the Long Beach Peninsula, impacts on Dungeness crab and white sturgeon, wetland delineation deficiencies, and failure to comply with Washington State Environmental Policy Act (SEPA), Chapter 173-201A WAC.
