Stockdale recounts conversation with Jim Kelley (FAA) about the need for baseline ‘before’ bird use data at mitigation sites prior to revegetation into native wetland plant communities. Discussion addresses whether net increase in BASH or mere existence of hazard triggers wildlife suppression action, and concern that FAA and Port Of Seattle could use hazard existence to claim wetland mitigation increases BASH.
