Email from Ann Kenny (Ecology) dated July 29, 2001, to the 401 WQC team — including Raymond Hellwig, Kevin Fitzpatrick, John Drabek, Ching-Pi Wang, Erik Stockdale, Joan Marchioro (ATG), Tom Young (ATG), Katie Walter, and Kelly Whiting, cc Jeannie Summerhays — transmitting a preliminary deliberative draft 401 Water Quality Certification (WQC) for the Third Runway construction at Seattle-Tacoma International Airport (STIA) in the Miller, Walker, and Des Moines Creek watersheds and Auburn wetland mitigation site. The draft certification, addressed to Elizabeth Leavitt at Port Of Seattle, references JARPA application dated October 25, 2000, U.S. Army Corps of Engineers Public Notice 1996-4-02325, Clean Water Act Sections 301, 302, 303, 306, and 307, NPDES permit #WA-002465-1, Hydraulic Project Approval #00-XXXX-XX, Coastal Zone Management Act Section 307(c)(3), and the Natural Resources Mitigation Plan (NRMP).
