Internal email chain dated June 27, 2001 among Peter Kmet, Kevin Fitzpatrick, Chung K. Yee, and others at Washington State Department of Ecology regarding acceptable fill criteria language for the Draft 401 Certification for the Seattle-Tacoma International Airport Third Runway Master Plan improvements. Kmet recommends against restricting fill to naturally occurring uncontaminated soils and proposes language requiring the uppermost 6 feet of fill to be clean natural soil with no detectable manmade organic compounds and no metals above natural background concentrations per Ecology publication #94-115. Fill not from clean natural soil borrow sources must be tested against Table 749-3 contaminant screening values for terrestrial ecological protection under MTCA (WAC 173-340-740, WAC 173-340-7493). Kmet advises MTCA should not be used for clean-fill criteria per HQ/TCP policy; Chung Yee notes MTCA requirements would include larger contaminant testing lists, groundwater monitoring, and terrestrial ecological evaluation.
