The City of Burien formally calls on the Port of Seattle Commissioners to abandon the current Sound Insulation Repair and Replacement Pilot Program (SIRRPP) and develop a new, Port-funded program to repair or replace failed noise insulation packages installed in approximately 9,400 homes near Sea-Tac Airport since the mid-1980s. The letter criticizes the pilot program’s narrow eligibility criteria, its failure to qualify any of the 30 evaluated homes for repair or replacement, and the exclusion of homes outside the 2014 SEA 65 DNL Noise Remedy Boundary. Burien recommends the San Francisco International Airport model as an alternative and notes the disproportionate impact on lower-income households.
