Chapter 1 of the Final Environmental Assessment (EA) for the Seattle-Tacoma International Airport (SEA) Sustainable Airport Master Plan (SAMP) Near-Term Projects (NTPs), dated September 2025. Prepared under NEPA (42 USC § 4331), FAA Orders 1050.1F and 5050.4B, with USACE participating as cooperating agency. Covers 31 proposed airfield and terminal projects including Taxiway A/B Extension (A01), Runway 16R/34L Blast Pads (A02), Taxiway C/D Reconfiguration and Runway Incursion Mitigation (A03), Taxiway B 500-foot Separation (A04), and North Hold Pad (A05). EA initiated July 30, 2018; opening year for NTPs determined to be 2032 following COVID-19 deferral. FAA will issue FONSI/ROD or require EIS. Port of Seattle is project sponsor; FAA Reauthorization Acts of 2018 (P.L. 115-254) and 2024 (P.L. 118-63), EO 14173, EO 14154, and Seven County Infrastructure Coalition v. Eagle County (2025) cited.
