Air Quality and Greenhouse Gas Technical Report prepared by Landrum & Brown for the Port of Seattle’s Sustainable Airport Master Plan (SAMP) Near-Term Projects, dated March 2024. Covers aircraft emissions, auxiliary power usage, ground support equipment, stationary sources, mobile sources, and construction emissions across seven attachments. Includes NEPA Air Quality Protocol and NEPA Climate Protocol methodology. Notes that following revocation of Executive Order 13990, CEQ regulations (40 CFR parts 1500-1508), and the Supreme Court ruling in Seven County Infrastructure Coalition v. Eagle County, 605 U.S. 975 (2025), climate change qualitative evaluation and cumulative impact analysis were removed from the Final EA; FAA’s final decision relies only on GHG emissions disclosed.
