Letter dated May 22, 2000 from Elizabeth Leavitt, Manager of Aviation Environmental Programs at Port Of Seattle, to Tom Luster at Washington Department of Ecology (Environmental Coordination Section), withdrawing the December 6, 1999 CZMA Consistency Statement and simultaneously submitting a new one to reset the six-month review period under 33 C.F.R. Sec. 325.2. The withdrawal was necessitated by Ecology’s inability to concur prior to the June 5, 2000 deadline due to unresolved issues. Enclosed is a new Certification of Consistency with the Washington State Coastal Zone Management Program for Federal Project Number 96-4-02325, covering construction of a third runway at Seattle-Tacoma International Airport including filling wetlands and relocating a creek, with references to Section 404 Army Corps of Engineers permit, Section 401 water quality certification, Shoreline Management Act, SEPA EIS (2-96), SEIS (5-97), stormwater permit WA-002465-1, and PSCAA air quality permit #7707.
