Letter dated August 10, 2001, from James M. Lynch of Stoel Rives LLP, attorney for the Port Of Seattle, to Ken Berg, Manager of the U.S. Fish and Wildlife Service (FWS) Western Washington Office, transmitting a draft Embankment Seepage Monitoring Plan (MP) for the proposed Sea-Tac Airport Third Runway embankment fill. Submitted pursuant to the May 22, 2001 FWS Biological Opinion (BO), Reference #1-3-00-F-1420, regarding Master Plan Update Endangered Species Act (ESA) consultation effects on bull trout, marbled murrelets, and bald eagles. The enclosed MP describes seepage quality monitoring of the drainage layer beneath Third Runway embankment fill to protect Miller Creek and Walker Creek aquatic resources. Includes a conceptual site and flow model describing a 17-million-cubic-yard fill, bottom drain layer, mechanically stabilized earth (MSE) walls, and drainage layer cover.
