A memorandum from Parametrix, Inc. to Port of Seattle staff analyzing the sensitivity of mixing zone parameters for stormwater discharge compliance with dissolved copper water quality criteria (WQC) at Des Moines Creek. The memo uses a Monte Carlo simulation model approach and TOPRANK analysis to evaluate how parameters such as water effect ratio (WER), allowable mixing volume, onsite detention/flow control, and ambient copper concentration affect WQC exceedance calculations. Results indicate that WQC were consistently exceeded regardless of ambient copper concentration, with WER having the greatest influence on compliance outcomes.
