Fax cover sheet and letter dated October 2, 2001 from Port Of Seattle (Elizabeth Leavitt, Manager Aviation Environmental Programs) to Ms. Ann Kenny, Washington Department of Ecology Northwest Regional Office, transmitting two documents in satisfaction of §401 Water Quality Certification Order #1996-4-02325 Condition F.1. Condition F.1 requires proposed construction BMPs to prevent interception of contaminated ground water by utility corridors and a plan to monitor potential contaminant transport to soil and ground water via subsurface utility lines at Seattle-Tacoma International Airport (STIA). Attached BMP proposal details standard construction specifications for utility trenches within the principal aviation operations and maintenance area (AOMA), including dewatering of contaminated ground water, controlled density fill, pipe bedding materials, and full trench profile concrete dams at maximum 500-foot intervals.
