Office of Financial Management (OFM) October 2023 report estimating 2023-25 biennium Climate Commitment Act (CCA) investments directed to overburdened communities and Tribes across Washington State operating, capital, and transportation budgets. Of $2.1 billion total CCA revenue invested, nearly $924 million (43%) directed to overburdened communities, and $155 million (7.3%) specifically to Tribes, with an additional $142 million in salmon restoration. Major investments include $80 million for High Efficiency Electric Home Rebate Program, $151 million for zero-fare youth transit grants, $35 million for Weatherization Plus Health, $38.6 million for health disparities reduction via participatory budgeting, and $26.4 million in capacity grants to Tribes under the Healthy Environment for All Act (HEAL Act). CCA requires no less than 35% of annual investments benefit overburdened communities (goal 40%) and 10% supported by Tribal resolution per RCW 70A.65.230.
