Cover letter dated February 16, 1999 from Robert E. Mack of Smith Alling Lane P.S. (Tacoma, WA) to Lisa Logie, Executive Director of the Airport Communities Coalition (ACC), transmitting a revised 1999 Legislative Services Contract for signature by Robert Sheckler, Chair of the ACC Executive Committee, along with an L1 Lobbyist Registration form. The contract, effective February 1–April 30, 1999 (plus pro rata May 1999 if special session), retains Smith Alling Lane at $3,000/month plus 10% expenses (max $300/month) to perform lobbying services for ACC. The attached Scope of Work directs Smith Alling Lane to assist Senator Patterson and other legislators on airport community issues including Growth Management Act revisions, establishment of a siting commission for new/expanded airports, airport noise study, water quality and wetlands, regional transportation planning, budget request for a study of environmental impacts of the Sea-Tac Airport third runway project, port district elections, and property acquisition and relocation.
